A2P 10DLC Campaign Vetting Changes - As of Jan 2023

This FAQ relates to the US A2P 10DLC Campaign registration changes w.e.f January 26, 2023.


What is changing?


Starting January 26, 2023, all new US A2P 10DLC Campaign registrations (Standard, Low volume standard, and the soon-to-be-released Sole Proprietor 2.0) will be subject to a manual vetting process and be charged a one-time $16.54 campaign verification fee at the time of registration. 


Why is this change happening, and is this a LeadConnector-specific requirement?


This is an industry-wide change to improve the Campaign Vetting process to reduce spam, fraud, and unwanted messaging and protect SMS as a trusted communications channel in the U.S. Every messaging provider who services A2P Campaigns must conduct this vetting.


Note: We are collecting the campaign verification fee and will pass that along without markup to our telecommunications partners. The cost is not levied by us directly.

Impact of the New Vetting Process on Campaigns


Under the new vetting system, any freshly submitted Campaign will be placed in a "Pending" status. It will remain in this state until it undergoes and clears the manual vetting process. Compliance with A2P messaging protocols is mandatory, and customers will be able to send messages via the A2P route only after the Campaign receives full approval.


Criteria for Campaign Vetting Success or Failure


To increase the likelihood of your Campaigns passing this vetting process, adhere to the guidelines outlined in the A2P Campaign Approval Best Practices.


Refund Policy for Failed Campaign Vetting


The $16.54 fee for Campaign vetting is non-refundable. The Telephony System is developing a preliminary pre-screening procedure to identify potential issues before the Campaign undergoes external vetting. Updates on this will be provided as they become available.


Effect on Existing Campaigns


Currently, this change impacts only new Campaigns. Should there be any new vetting requirements for existing Campaigns in the future, these will be duly communicated.


Influence on Recurring Fees


This change does not affect monthly recurring fees, which continue to be determined based on the campaign use case.


Application of Vetting Process and Fees to Post-Approval Campaigns


This vetting process and the associated $16.54 fee also apply to post-approval Campaigns, such as those involving Agents/Franchises and Proxy. The vetting takes place following carrier approval.


Actions for Rejected Campaigns


If your campaigns face rejection, reach out to your account administrator. Our LC phone specialist team will assist in correcting your Campaign registration or in submitting a new Campaign, which will entail additional charges.


Exceptions to These Changes


Toll-free messaging remains a viable alternative to A2P 10DLC and does not require Brand and Campaign registration, although it does involve a verification process.
